Canada Introduces Three New Express Entry Categories for Permanent Residence in 2026

The Government of Canada has announced important updates to the Express Entry system, introducing three new occupational categories that will receive priority for permanent residence invitations.

The newly prioritized categories include:

The announcement was made by Immigration Minister Lena Metlege Diab during her address at the Canadian Club in Toronto on February 18, 2026.

These changes reflect Canada’s evolving labour market needs and long-term economic strategy.

Work Experience Requirement Increased to One Year

One of the most significant updates is the increase in the minimum work experience requirement.

Applicants must now have:

  • At least one year of skilled work experience
  • Gained within the last three years
  • The experience does not need to be continuous

Previously, candidates could qualify with six months of continuous work experience. This new requirement strengthens eligibility standards across all category-based selections.

New Express Entry Priority Categories

Below are the newly announced priority occupations under category-based selection.

1. Senior Managers (With Canadian Experience)

Eligible senior management roles include:

  • Senior managers in construction, transportation, production, and utilities (NOC 00015)
  • Senior managers in trade, broadcasting, and other services (NOC 00014)
  • Senior managers in health, education, social, and community services (NOC 00013)
  • Senior managers in finance, communications, and business services (NOC 00012)

These roles target experienced leadership professionals already contributing to Canada’s economy.

2. Researchers (With Canadian Work Experience)

The following academic and research occupations are now prioritized:

  • University professors and lecturers (NOC 41200)
  • Post-secondary teaching and research assistants (NOC 41201)

This move aims to strengthen Canada’s research and innovation sectors.

3. Skilled Military Recruits

Eligible military occupations include:

  • Operations members of the Canadian Armed Forces (NOC 43204)
  • Specialized members of the Canadian Armed Forces (NOC 42102)
  • Commissioned officers of the Canadian Armed Forces (NOC 40042)

Additional eligibility requirements apply to this category (explained below).

4. Transport Occupations

The new transport category includes:

  • Air pilots, flight engineers, and flying instructors (NOC 72600)
  • Automotive service technicians and heavy vehicle mechanics (NOC 72410)
  • Aircraft mechanics and inspectors (NOC 72404)
  • Aircraft instrument and avionics technicians (NOC 22313)

It is important to note that this category replaces the earlier transport category, which was discontinued in February 2025. The occupations included are completely new.

Physicians Category: First Draw This Week

Minister Diab also confirmed that the first Express Entry draw under the newly introduced “Physicians with Canadian Work Experience” category will take place this week.

This category was added on December 8, 2025, to address Canada’s growing demand for medical professionals.

Categories That Continue to Receive Priority

Canada will continue inviting candidates under the following categories:

  • French-language proficiency
  • Healthcare and social services
  • Trades occupations

However, the agriculture and agri-food category has now been officially removed.

How Category-Based Selection (CBS) Works

Under Express Entry’s category-based selection system, candidates with work experience in selected occupations receive Invitations to Apply (ITAs) for permanent residence.

Since April 2024, most non-category draws have been conducted under the Canadian Experience Class, which requires at least one year of skilled Canadian work experience.

Candidates without Canadian experience or provincial nominations now primarily rely on category-based draws for selection.

Additional Requirements for Skilled Military Applicants

To qualify under the skilled military category, candidates must:

  • Have at least 10 years of continuous service in a recognized foreign military
  • Secure a full-time job offer (minimum three years) from the Canadian Armed Forces
  • Hold a post-secondary qualification of at least two years

These criteria go beyond the standard one-year work experience rule.

Understanding Express Entry

Express Entry is Canada’s primary system for managing permanent residence applications.

To qualify, applicants must:

  • Intend to live outside Quebec
  • Meet the eligibility criteria of at least one federal program:
    • Canadian Experience Class
    • Federal Skilled Worker Program
    • Federal Skilled Trades Program

All programs require:

  • Minimum one year of skilled work experience (TEER 0, 1, 2, or 3 under NOC)
  • Approved English or French language test results

Applicants are ranked using Canada’s Comprehensive Ranking System (CRS), which scores candidates out of 1200 based on:

  • Age
  • Education
  • Work experience
  • Language ability
  • Spouse’s qualifications (if applicable)

Higher-ranking candidates receive Invitations to Apply (ITAs).

Express Entry Category System: A Brief History

Category-based selection was first introduced in May 2023 under former Immigration Minister Sean Fraser.

Initially, six categories were created:

  • French-language proficiency
  • Healthcare
  • STEM occupations
  • Trades
  • Transport
  • Agriculture and agri-food

In February 2025, major changes were implemented. The transport category was removed, and an education category was added. Later, in December 2025, the physicians category was introduced to support healthcare needs.

To date, more than 144,000 Invitations to Apply have been issued through 56 category-based draws.

Asylum Reforms and Immigration Integrity

During the Q&A session, Minister Diab also addressed asylum reforms under Bill C-12.

She emphasized that Canada provides structured immigration pathways for skilled workers, and the asylum system should only be used by individuals genuinely in need of protection.

According to the minister:

  • Individuals who have been in Canada for over a year should not apply for asylum.
  • Visitors attending major events, including the 2026 FIFA World Cup, must comply with Canada’s standard entry requirements.
